Reducing the Procurement Cycle for Cardiac Surgery Supplies to 48 Hours through the “Amanah” Digital Platform

The Projects, Tenders and Local Content Authority, in cooperation with the Ministry of Health, today launched a new e-service through the “Amanah" digital platform under the Request Management System, reducing the procurement cycle for cardiac surgery supplies to 48 hours. The service aims to ensure the timely provision of specialised medical supplies for cardiac medicine and surgery to the National Heart Center at the Royal Hospital.

The launch ceremony was held under the patronage of His Excellency Dr. Hilal bin Ali Al-Sabti, Minister of Health.

Eng. Thamer bin Said Al Kathiri, representative of the Directorate General of Government Procurement at the Projects, Tenders and Local Content Authority, stated that the initiative represents a practical model of effective institutional integration among government entities in the Sultanate of Oman. He noted that it seeks to develop innovative administrative and technological tools that contribute to enhancing public expenditure efficiency, improving the quality of healthcare services, and strengthening the sustainability of medical supply chains.

He explained that integrating framework agreements with the Request Management System has brought about a significant transformation by substantially reducing the time required to process requests. The procurement cycle has been reduced from a period ranging between 45 and 120 days under previous procedures to just 24–48 hours. He further noted that the system enables recurring requirements to be fulfilled without the need to launch new tenders for each request, while maintaining fixed prices and terms, thereby safeguarding financial resources and streamlining the administrative process.

He added that, in its current phase, the platform includes 229 essential specialised cardiac surgery products, supplied through unified framework agreements with 23 local suppliers representing leading companies and brands. This provides the National Heart Center with greater flexibility and continuity in the supply of essential medical products.

For his part, Dr. Hamoud bin Nasr Al Kindi, Head of the Cardiac Surgery Department at the National Heart Center at the Royal Hospital, explained that the initiative was developed in response to the rapid advancements taking place in the healthcare sector, particularly in cardiac medicine and surgery. It aims to establish a smart and integrated system for managing surgical supplies, materials, and supply chains with greater efficiency.

He emphasised that the project represents a significant advancement in healthcare procurement and supply systems by streamlining procedures, accelerating the fulfilment of requirements, and providing an accurate database to support future planning and budget preparation. This, in turn, directly contributes to enhancing the quality of healthcare and treatment services.

The project represents a practical translation of the Sultanate of Oman's approach to leveraging innovative digital solutions to develop the government procurement system and facilitate the transition from traditional procedures to an integrated digital environment managed according to the highest standards of efficiency and transparency.
